Very brief proposal to create a public classification system for cyberattacks, not entirely dissimilar to what we do with storms: Five categories, measured by number of computers or LANs or VPNs affected, with a variable for "whether loss of life occurred as a result of the cyberattack" (but for test? nexus test?).
